If someone tries to do so, that floor will be penalized.
The people on the lower floor will have to eat the leftovers of the top floor. Not to mention that they walked on food due to their uncontrollable hunger. Every month, the prison relocate inmates from one level to another. The number of floors is determined by how long a prisoner survives in the Pit. If the final floor is reached without having enough food, no one would be able to survive. The film is about fighting, living in terror, and having to fight and murder each other for a means of life.
